The evaluation plan contains 100 fixed public-information tasks: 50 Arabic and 50 English. Two designated reviewers assess evidence, completeness, readability and usefulness while retaining disagreements and corrections.
Preparation time is measured using matched tasks with and without Dalil; the sample and method are disclosed. The 95% useful-and-cited objective is a pilot target, not an achieved result.
Numerical findings will be published only after Ministry review and an explicit public release.
